Formation of basic parameters of the territory and technical and urban planning criteria for evaluating metro and tram transport development initiatives

The development of urban transportation systems all over the world is aimed at ensuring greater efficiency of urban land use, the maximum reduction of pressure on natural resources, providing local features of movement organization specific to a particular region. This is happening against the background of increasing environmental, economic and social difficulties. Therefore, the tasks of urban planning analysis in transport planning are associated with the assessment of a large number of disparate parameters and conditions, combinations of which represent the unique infrastructure solutions of each particular city.
This study was conducted in order to form the basic parameters of the territory and urban planning criteria used in the evaluation of initiatives for the development of metro and streetcar transport in cities and agglomerations with the involvement of the federal budget. During the selection of parameters, a number of them (including, for example, "index of labor balance", "population density of the city", "density of the street and road network", "coefficient of connectivity of street network") were excluded from the basic parameters recommended for comparative evaluation of the Initiatives. Having analyzed domestic and foreign experience, the final list of basic parameters included only those indicators and coefficients which illustrate the support of a balanced urban development policy, as well as the assessment of which is unambiguous and objective. The authors have developed a method of determining the zone of influence from the planned objects of the initiatives in connection with the active development of new types of movement in cities and agglomerations. The result of the research is the planning and urban planning criterion, which consists of 11 parameters ("Index of land use diversity (properties of different functional use)"; parameter "Change in the share of the city/agglomeration population living within walking distance of bus stops"; parameter "Change in the share of places of employment and places of full-time education of the city/agglomeration within walking distance of bus stops"; parameter "Availability of regularly functioning large (anchor) o For each parameter, the paper contains descriptions, calculation methodology, assignment of levels of correspondence of values and points, as well as the suggested source of initial data for calculation of the parameter. The resulting criterion is a complex-component analytical tool, the use of which will contribute to the effective and relevant assessment of initiatives for the development of metro and streetcar transport in cities and agglomerations.
