The system of high-speed (with the speed of more than 250 km per hour) railways (hereinafter referred to as HSR) is being created in Russia for the first time. The concept of the HSR development is based on connection of Moscow with Ekaterinburg and Moscow with Adler. It assumes two-level maintenance of the regions' territories — from the terminal in the main city of the region passengers can follow up to destinations on urban modes of transport, individual road transport, or using suburban bus routes, suburban or local passenger railways. Part of the passengers will remain in the pedestrian access zone of the terminal if there is a business zone.
Integration of the HSR with regional and urban transport systems is of fundamental importance for the effective work of the HSR and the development of regions. Inconvenient transplants, unnecessarily long entrances to areas of gravity reduce the attractiveness and commercial effectiveness of HSR and do not justify the costs of reorganizing urban transport networks.

On the contrary, the combination of a terminal hub with an actively developing business district of the city provides a synergy of development. Integration of capital investments into the construction of the HSR and the business district ensures an increase in the return on investment.
