This work was carried out within the framework of the UNDP / GEF — Russian Ministry of Transport project «Reducing greenhouse gas emissions from road transport in Russian cities».
The work resulted in the substantiation of the creation of a balanced system of public passenger transport of the Kaliningrad agglomeration on the basis of rail transport modes: the suburban railway and the urban rail transportation system «S-Bahn» for providing urban and agglomeration connections, and a tram with high-speed traffic areas for intra-urban transportation. The ways of improving the quality of transport services for the population and reducing the level of environmental impact through improving the speed of communication and expanding the supply of transportation services are considered.
