The concept of introducing changes to the city master plan of Vladivostok City District

In accordance with the municipal program «Development of Urban Planning, Land Management and Architectural Activity in the Territory of the Vladivostok City District» for 2014-2018, approved by the Vladivostok City Administration Resolution (No. 2708 dated September 20, 2013), for the development of city planning and architectural activities on the territory of the Vladivostok City District, changes in the City Master Plan of the Vladivostok City District. Based on this concept, after its discussion and agreement, for the purpose of further strategic planning of town-planning development and use of the territory in the socio-economic growth of the Vladivostok urban district, a new City Master Plan was developed.
This work is a part of an integrated concept of the development of the Vladivostok urban district and contains provisions on the transport infrastructure — a description of its current status, an analysis of the current situation, an identification of problems and tasks of the Vladivostok transport system, an identification of the potential and a choice of an optimal development path for the Vladivostok urban district transport system, a development of transport corridors of the Far Eastern region as a whole.

The main goal of the Concept development in accordance with the Terms of Reference is to collect the initial data (in this section — concerning the transport infrastructure) on the territory of the Vladivostok City District that the Vladivostok City Administration can use in its work of exploring the prospects and planning the development of Vladivostok, social and economic policies for the next few years. This material will be the basis for subsequent amendments to the Master Plan of the Vladivostok City District, as contains a list of modern problem issues and will allow the Administration of the Vladivostok City District to improve the planning and development of the territory, taking into account the current urban and economic situation.
In the development of the concept the following tasks have been accomplished:
• analysis and integrated assessment of the territory of the Vladivostok City District and identification of new directions for the development of Vladivostok City District;
• definition of major changes in the City Master Plan of the Vladivostok City District.
As a result of the development of the Concept, the principles of sustainable social, ecological and economic development of the territory have been established, which have become the guide and the basis for preparing documentation for the introduction of changes to the City Master Plan of the Vladivostok City District.
In the development of the concept the following tasks have been accomplished:
